Professional Assessment of Forest Reserve Encroachment and Management Responses in Cross River State

Cross River State contains Nigeria's largest remaining area of closed lowland tropical forest, yet encroachment into gazetted forest reserves by agricultural settlers, logging operators, and mining interests continues despite the state's reputation as a pioneer of community forestry. This study provides a professional assessment of forest reserve encroachment dynamics and management responses in three forest reserves in Cross River State selected to represent different biophysical and socio-economic contexts. Remote sensing analysis using Sentinel-2 imagery quantifies encroachment extent and annual rates between 2018 and 2024. Field surveys documented encroachment types, spatial patterns, and evidence of prior management interventions at 60 transect points within reserve boundaries. Structured interviews were conducted with Cross River State Forestry Commission officials, forest guards, adjacent community leaders, and civil society organisations engaged in forest conservation. Findings reveal that annual encroachment rates have increased by 34 percent compared to pre-2019 estimates, with the expansion of oil palm smallholder cultivation accounting for 58 percent of encroached area. Forest guard capacity has remained unchanged despite expanded reserve boundaries requiring surveillance, resulting in diminishing deterrence effectiveness per unit area. Community Forest Management Agreements, where active, are demonstrably associated with lower encroachment rates at reserve boundaries. The study recommends strengthening community co-management agreements, deploying satellite-based near-real-time forest alert systems for guard deployment guidance, and revisiting buffer zone management plans to address livelihood pressures adjacent to all three reserves.
