Geospatial Data Infrastructure for Property Valuation and Rating in Ibadan North-East Local Government Area

Local government revenue mobilisation through property rating is severely hampered in Nigerian cities by the absence of comprehensive, spatially referenced property databases. This study develops and evaluates a geospatial data infrastructure for property valuation and rating in Ibadan North-East Local Government Area, Oyo State. High-resolution satellite imagery is used to identify and digitise building footprints, and field teams equipped with GPS devices conduct physical surveys to record property attributes including use type, floor area, construction quality, and occupancy status. The resulting property database is integrated with valuation data from the Oyo State Land Use and Allocation Committee and linked to a GIS platform for spatial analysis. Automated valuation modelling using hedonic regression is applied to estimate market values for all properties based on spatial and physical attributes, with validation against recent transaction prices. Results demonstrate that the geospatially informed database captures an estimated 34 percent more rateable properties than the authority's existing assessment register, with significant spatial concentration of unassessed properties in newly developed estate areas. The study estimates that the revenue leakage from unassessed properties represents a substantial proportion of the LGA's annual internally generated revenue potential. Recommendations address database maintenance protocols, inter-agency data sharing with the Oyo State Geographic Information Agency, and legislative support for mandatory property disclosure.
