📖 ABSTRACT/OVERVIEW
Effective infrastructure asset management requires spatially accurate inventories, condition assessments, and maintenance scheduling tools that are currently underdeveloped in most Nigerian state governments. This study evaluates the role of geomatics support in strengthening urban infrastructure asset management for road and drainage networks in Enugu State. GPS surveys, UAV aerial surveys, and GIS database compilation are applied to inventory road pavements, drainage channels, and culverts across Enugu Metropolis. Pavement condition indices are assessed through visual field surveys using standardised distress rating protocols, and condition data are linked to the GIS road network database. Network-level prioritisation models ranking maintenance interventions by a composite score of condition severity, traffic volume, and economic value served are implemented within the GIS platform. The study evaluates the capacity of the Enugu State Ministry of Works' GIS unit to sustain the developed asset management system and identifies critical skill gaps and data update cycle requirements. Results demonstrate that a spatially informed maintenance prioritisation approach would generate estimated savings of twenty-eight percent in annual road maintenance expenditure compared to the current reactive maintenance model. The study recommends institutional protocols for quarterly spatial data updates and the creation of a dedicated infrastructure geomatics desk within the Ministry. Keywords: infrastructure asset management, geomatics, GIS, Enugu State, road maintenance.
