Political Patronage, Meritocracy, and Civil Service Performance in Nigeria: An Empirical Analysis

This study empirically investigates the relationship between political patronage in civil service appointments and organisational performance in Nigerian federal ministries, filling a gap in the literature on how informal recruitment practices affect bureaucratic output quality. Most existing studies rely on qualitative or anecdotal evidence; this research introduces quantitative measures of appointment politicisation and links them to ministry performance indicators. Using a mixed-methods design, the study constructs a patronage index for 24 federal ministries by analysing the educational qualifications, tenure patterns, and political affiliations of directors and permanent secretaries appointed between 2015 and 2023. This index is regressed against ministry performance scores derived from the Budget Office of the Federation's budget implementation reports and the Office of the Head of Civil Service's periodic performance assessments. The principal-agent theory and the meritocratic bureaucracy hypothesis are applied as the analytical framework. Findings demonstrate a statistically significant negative relationship between the patronage index and ministry performance scores, with highly politicised ministries recording lower budget execution rates, higher audit query rates, and poorer self-reported service delivery outcomes. The effect is strongest in technical ministries in the infrastructure and agriculture sectors where the competency gap between politically appointed and merit-recruited staff is most pronounced. The study contributes original empirical evidence to the Nigerian public administration literature. Recommendations include expanding the scope of competitive recruitment to director-level positions and establishing an independent civil service appointments review committee.
