ICT policy diffusion from federal to state government implementation in Nigeria exhibits complex non-linear patterns of adoption, adaptation, and failure that simple policy transfer models cannot explain, and applying complex systems theory to this policy arena provides an original contribution to both ICT policy theory and Nigerian governance research. This study investigates ICT policy diffusion and implementation failure patterns across Nigerian state governments through a complex systems theoretical lens. A computational social science methodology was applied, combining agent-based modelling of policy diffusion dynamics calibrated to empirical data with qualitative comparative analysis of ICT policy implementation outcomes. Empirical data on ICT policy adoption timing, implementation outcomes, and contextual variables were compiled for all 36 states across three major federal ICT policy initiatives: the National ICT Policy 2012, the National Broadband Plan 2020, and the NITDA Data Protection Regulation 2019. Calibrated agent-based simulations modelled state policy adoption decisions as a function of federal incentive signals, peer state behaviours, and local resource constraints. QCA identified necessary and sufficient conditions for successful implementation. Available policy diffusion literature from Nigerian governance contexts identifies federal-state fiscal relations and political party alignment as the most influential structural determinants of policy adoption speed. The Complex Adaptive Systems Theory by Holland and the Punctuated Equilibrium Theory of policy change provide the theoretical framework. ABM simulations reveal tipping point dynamics not captured by standard regression-based diffusion models. Original contributions include a complex systems model of Nigerian ICT policy diffusion.
