Sports development in Nigerian state universities serves dual purposes of talent identification for national representation and the promotion of physical wellness and campus community cohesion. This study examines the administration of sports development programmes in state universities across the South South geopolitical zone, covering Bayelsa, Delta, Rivers, Cross River, Akwa Ibom, and Edo States. A descriptive survey design was adopted, with 180 sports administrators, physical education directors, and university management representatives completing structured questionnaires. Programme administration dimensions assessed include strategic planning, funding and resource allocation, coaching personnel management, athlete welfare, competition participation, and sports facilities management. Findings indicate that formal strategic sports development plans are documented in only 29 percent of sampled institutions. Funding for sports programmes is predominantly event-driven rather than programme-based, resulting in inconsistent activity levels. Coaching personnel management is weak, with few institutions providing structured coach performance appraisal or professional development pathways. Athlete welfare provisions, including health insurance, sports medicine access, and academic support, are largely absent. Universities with dedicated sports development funds demonstrate significantly higher competition participation and athlete retention rates. Recommendations include mandating institutional sports development strategic plans, establishing dedicated sports development endowment funds, creating formal coach development and appraisal systems, and developing athlete welfare policies aligned with national sports commission guidelines.
