An Empirical Analysis of Environmental Regulation Enforcement and Industrial Pollution Outcomes in Kano State

The effectiveness of environmental regulation in reducing industrial pollution depends critically on the credibility and consistency of enforcement activity by regulatory agencies, yet empirical tests of enforcement-pollution outcome relationships in Nigerian industrial contexts are rare. This study empirically analyses the relationship between environmental regulation enforcement activities and pollution outcomes at Challawa and Sharada industrial estates in Kano State, North West Nigeria, using a panel data approach spanning 2016 to 2023. Enforcement activity data compiled from the Kano State Environmental Protection Agency inspection records include inspection frequency, violations noticed, compliance orders issued, and prosecutions initiated by industrial sub-sector and year. Pollution outcome data comprise quarterly water quality measurements from three monitoring points on the Challawa River and Sharada Creek receiving drainage. Fixed effects panel regression models test whether periods of elevated inspection intensity are associated with improved pollutant concentration outcomes. Results confirm a statistically significant negative association between inspection frequency and biochemical oxygen demand, chemical oxygen demand, and heavy metal concentrations in receiving water bodies, but the effect size implies that current inspection frequencies are insufficient to achieve sustainable compliance improvements. Prosecution activity, which is rare, shows the strongest deterrence effect on pollution outcomes compared to inspection and compliance order interventions. The study fills an empirical gap in Nigerian environmental compliance literature and quantifies the marginal pollution reduction achievable per additional inspection unit. Recommendations address tripling of inspection frequencies in high-pollution sub-sectors, mandatory environmental performance bond requirements, and systematic enforcement outcome reporting.
