An Empirical Analysis of Housing Affordability Determinants and Design Responses in Lagos Metropolitan Area

Housing affordability in Lagos Metropolitan Area has deteriorated significantly over the past decade, driven by rising land costs, construction material inflation, and population growth that collectively outpace formal housing supply capacity. This study empirically analyses the determinants of housing affordability in Lagos and investigates the design and planning responses available to close the affordability gap for low and lower-middle-income households. A multi-method empirical approach combined household survey data from five hundred respondents across six Lagos residential zones, hedonic pricing analysis of five hundred residential transactions from 2018 to 2023 to identify the built environment attributes most strongly associated with house price premiums, and design cost modelling comparing unit costs across twelve design configurations ranging from conventional block housing to incremental construction typologies. Affordability thresholds were defined using the housing cost-to-income ratio method applied to household income quintile data from the Lagos State Bureau of Statistics. Hedonic analysis identifies proximity to employment nodes, educational facilities, and paved road access as the three largest built environment price premium contributors. Design cost modelling demonstrates that incremental two-room core unit designs with expandable structural provisions can achieve unit costs approximately forty percent below conventional full specification equivalents while meeting minimum habitability standards. The study identifies the critical gap between the maximum mortgage-accessible household income and the minimum market delivery cost of conventional housing in Lagos, and proposes a design-finance integration framework targeting the specific affordability gap for the second and third household income quintiles. Recommendations address tenure diversification, plot size regulation, and developer incentive structures.
