Analysis of Environmental Governance Capacity for Protected Area Management in Akwa Ibom State, South South Nigeria

Effective governance of protected areas requires institutional capacity, funding adequacy, legal frameworks, and community engagement, all of which are frequently identified as deficient in Nigerian state-level conservation systems. This study analysed environmental governance capacity for protected area management in Akwa Ibom State, using a structured capacity assessment framework applied to state forestry and wildlife agencies and local community stakeholders. Semi-structured interviews were conducted with thirty-two agency officials, twenty-four community leaders, and fifteen non-governmental organisation representatives. Document analysis of management plans, annual budgets, enforcement records, and biodiversity monitoring reports supplemented interview data. Capacity gaps were assessed across six domains: legal framework, financial resources, human resources, technical capacity, stakeholder engagement, and monitoring systems. Results identified chronic underfunding as the most critical constraint, with protected area management budget allocations covering less than 15 percent of estimated minimum operational requirements. Staffing levels in field operations were below international benchmarks, and systematic biodiversity monitoring was largely absent. Legal frameworks were adequate on paper but enforcement capacity was severely limited. Community consultation in management planning was minimal and largely tokenistic. The study recommends a comprehensive protected area governance reform programme for Akwa Ibom State including dedicated conservation funding mechanisms, community co-management agreements, and capacity building for biodiversity monitoring.
