Fiber optic infrastructure provides the foundational capacity for high-speed broadband connectivity and is central to Nigeria's national broadband development goals. Despite its critical importance, the deployment of fiber optic cables in densely populated urban areas faces significant technical, regulatory, and environmental obstacles. This study analyzes the key challenges encountered in fiber optic cable deployment within the Port Harcourt urban area, Rivers State, South South Nigeria. A qualitative case study design was employed, combining semi-structured interviews with twelve telecommunications engineers and infrastructure managers from three fiber network operators, supplemented by field observation of ongoing deployment sites. Thematic analysis of interview data identified five primary challenge categories: right-of-way acquisition from state and municipal authorities, risk of cable damage from flooding and waterlogging prevalent in low-lying areas of Port Harcourt, high frequency of cable cuts during road construction and civil works, vandalism and theft of infrastructure components, and inconsistent coordination between telecommunications regulators and urban development agencies. The study further finds that the informal settlement expansion characteristic of Port Harcourt's peri-urban zones complicates planned cable routing and creates post-deployment maintenance difficulties. Policy recommendations include establishment of a joint infrastructure coordination committee between the Nigerian Communications Commission, the Rivers State Ministry of Works, and network operators, alongside mandatory conduit installation in all new road construction projects.
