Arabic Language Resource Management in Government-Sponsored Islamic Research Institutions in Nigeria

Government-sponsored Islamic research institutions such as the National Arabic Language Village in Ngala and the Arabic and Islamic Training Centre in Kano manage significant Arabic language learning and research resources on behalf of the Nigerian state, yet their resource management effectiveness and the sustainability of their Arabic language programming have not been systematically evaluated. This study examines Arabic language resource management in three government-sponsored Islamic research institutions in Nigeria, assessing human resource capacity, physical infrastructure, curriculum resources, financial management, and programme sustainability. Using a multi-site qualitative case study methodology, the research conducts structured institutional audits and in-depth interviews with 12 senior administrators, 20 academic staff, and 10 external stakeholders including alumni and partner organisations at each institution. Documentary analysis of annual reports, staff records, and programme evaluations complements the interview data. The study finds significant variation in resource management effectiveness across the three institutions, with the best-performing institution distinguished by stronger government funding, structured staff development, and active revenue diversification through fee-paying professional short courses. Common challenges include irregular government budget releases, staff attrition to better-paying private institutions, and outdated Arabic learning technology. Recommendations address resource mobilisation strategies, performance management systems, and inter-institutional collaboration frameworks.
