This study assesses the quality of early childhood special education services in government-owned early intervention and special education centres in the Federal Capital Territory, Abuja. Quality in early childhood special education encompasses the qualifications and competence of personnel, the responsiveness and individualisation of instruction, the quality of caregiver partnerships, the adequacy of physical and material resources, and the documentation and evaluation of child progress. As a federal capital with comparatively higher education investment levels, Abuja offers an important benchmark case for evaluating what is achievable in Nigerian early childhood special education under more favourable conditions. Using a structured quality assessment design, the study applies the Early Childhood Programme Quality Assessment adapted for disability-inclusive services to six government early intervention and special education centres in Abuja. Ratings are generated through systematic observation, document review, and structured interviews with centre staff and caregivers. Data are analysed using descriptive statistics and comparative analysis across centres. The study examines quality dimensions including learning environment design, instructional quality, child assessment practices, family engagement, and staff professional development. Findings are expected to reveal moderate quality overall, with notable gaps in family partnership and individualised instruction. Recommendations include establishing minimum quality standards for early childhood special education in Nigeria and using Abuja's comparative strengths as a demonstration model for capacity building in other states.
