Assessing the Spatial Impacts of Hydroelectric Projects on Downstream Communities in Kogi State

Hydroelectric infrastructure along Nigeria's major river systems has reshaped hydrological regimes and transformed the livelihoods, settlement patterns, and agricultural systems of downstream communities, with effects that are inadequately documented for evidence-based policy responses in affected states of the North Central geopolitical zone. This study assesses the spatial and socioeconomic impacts of the Kainji and Jebba hydroelectric dam operations on downstream communities in Kogi State, focusing on changes in flood pulse dynamics, riverine agriculture, and fishing livelihoods along the Niger floodplain south of Lokoja. Hydrological analysis of Niger River discharge records from 1980 to 2023 at Lokoja gauge station was used to document changes in flood pulse magnitude and timing attributable to dam regulation, compared against pre-dam historical baselines. Remote sensing-based mapping of fadama agricultural area and floodplain inundation extent at five-year intervals from 2000 to 2023 was conducted using Landsat imagery. Community-level surveys with 280 farming and fishing households in Ajaokuta, Lokoja, and Kogi LGAs assessed livelihood change, coping strategies, and attribution of impacts to dam operations. Results confirm a statistically significant reduction in peak flood discharge (mean reduction 28 percent) and altered flood timing that has shortened the flood recession agriculture window on the Kogi State floodplain by an estimated three to four weeks per season. Fishing household incomes have declined by 34 percent in real terms compared to a decade prior, with reduced fish recruitment linked to attenuated flood pulse. Recommendations include revised dam release protocols that better replicate natural flood pulses and livelihood compensation frameworks for affected communities.
