Assessment of Construction Industry Capacity for Delivering Affordable Housing in Nigeria

Nigeria's affordable housing deficit, estimated at over 20 million units, cannot be addressed without a construction industry with adequate capacity in terms of labour, technology, materials, and finance, and professional assessment of this capacity gap is a prerequisite for realistic policy formulation. This study assessed the capacity of the Nigerian construction industry to deliver affordable housing through a nationwide survey of 120 contractors, 40 developers, and 30 government housing officials across all six geopolitical zones. Capacity was assessed across five dimensions: skilled labour availability, technology and equipment, local material supply, financial capacity, and technical knowledge of affordable housing systems. Capacity constraints were ranked using the Relative Importance Index. Results showed that inadequate skilled labour supply was the most important capacity constraint (RII = 0.91), particularly for specialist trades such as concrete technology and building services. High material import dependency for affordable housing components (doors, roof sheets, sanitary ware) ranked second (RII = 0.86). Financial capacity was critically limited among small and medium contractors, with 73% reporting inability to access construction finance. Technology adoption (prefabrication, alternative building systems) was negligible among 88% of contractors. The study concludes that the Nigerian construction industry lacks critical capacity in multiple dimensions to address the affordable housing deficit at required scale, and recommends a National Construction Capacity Development Programme coordinated by the Federal Ministry of Housing and the Council of Registered Builders of Nigeria.
