Assessment of Local Government Public Information Services in Oyo State

This study assesses the public information services provided by local government councils in Oyo State, South West Nigeria, examining the adequacy, accessibility, and effectiveness of council-level communication with citizens. Local government constitutes the tier of governance closest to the Nigerian citizen, yet its public information infrastructure is among the most neglected in the entire public communication landscape. This study uses a mixed-method design, conducting structured surveys with 220 residents across Ibadan North, Ogbomoso South, and Saki West local government councils, supplemented by interviews with 12 council information officers and communication staff. Public notice boards, council radio broadcasts, town hall meetings, social media accounts, and government publication practices are evaluated for accessibility, currency, and comprehensiveness. Findings reveal that physical notice boards in front of council secretariats are the primary public information channel in 72 percent of the sampled councils, with information remaining unchanged for weeks or months. Social media accounts exist for only two of the three sampled councils and are updated infrequently. Town hall meetings are held irregularly and are attended predominantly by men and community elite figures. Residents report very low satisfaction with council information services, with 78 percent saying they do not feel adequately informed about council decisions affecting them. Council information officers cite lack of budget, inadequate training, and low political prioritisation of communication as the primary constraints. The study concludes that local government public information in Oyo State is seriously deficient and recommends dedicated council communication budgets, trained information officers, and mandatory quarterly community engagement meetings.
