Assessment of Third-Party Motor Insurance Compliance Among Motorcycle Operators in Kebbi State

This study assesses the level of compliance with mandatory third-party motor insurance among commercial motorcycle operators (Okada riders) in Kebbi State, North West Nigeria. Third-party motor insurance is compulsory under the Insurance Act for all registered motorized vehicles, including motorcycles. However, enforcement challenges, fake insurance certificate distribution, and limited awareness have contributed to widespread non-compliance among motorcycle operators in semi-urban and rural areas of Kebbi State. This research employs a descriptive survey design with 300 commercial motorcycle operators drawn from three major motor parks in Birnin Kebbi and surrounding local governments. Structured questionnaires assess insurance certificate ownership, awareness of legal requirements, experience with traffic enforcement checks, and attitudes toward third-party insurance obligations. Secondary data from Kebbi State Vehicle Inspection Service (VIS) office and the Nigerian Insurers Association provide additional context. Descriptive statistics and chi-square tests are applied to assess significant differences in compliance rates across geographic and socioeconomic subgroups. Preliminary findings are expected to reveal widespread non-compliance associated with fake certificate procurement and limited awareness of legal penalties. The study recommends enhanced enforcement operations in collaboration with the Nigeria Police Force and state traffic management agencies.
