Budgetary Control and Financial Performance of Enugu State Government Parastatals: A Study of Selected Agencies

Budgetary control mechanisms are indispensable instruments for ensuring that public sector organisations align expenditure with approved appropriations, minimise fiscal waste, and achieve planned performance targets within defined resource constraints. This study examines the relationship between budgetary control practices and financial performance in selected Enugu State Government parastatals. The study is anchored on the Contingency Theory of Budgetary Control, which posits that the effectiveness of budgetary systems is contingent on the organisational context, environmental uncertainty, and management style of the applying institution. A cross-sectional survey research design was adopted. The population comprised 224 finance officers, account managers, and chief executives across 12 selected Enugu State parastatals. Using stratified random sampling, a sample of 144 respondents was selected. Data were gathered through a structured questionnaire and documentary analysis of annual financial statements from 2019 to 2023. Data were analysed using regression analysis and independent samples t-tests. Findings indicate that variance analysis, budgetary participation, and budget review frequency are the control mechanisms most strongly associated with improved financial performance. The study further reveals that parastatals with mandatory quarterly budget reviews record significantly lower expenditure overruns and higher capital project completion rates compared to those with annual-only reviews. It is concluded that strengthening budgetary control frameworks within Enugu State parastatals will significantly improve fiscal discipline and service delivery outcomes. The study recommends that the Enugu State Accountant-General's office mandate electronic budget tracking and enforce consequence management for persistent budgetary non-compliance.
