Challenges of Adult Education Programme Implementation in Riverine Communities of Delta State

This study examined the implementation challenges facing adult education programmes in riverine communities of Delta State, South South Nigeria. Riverine and coastal communities in the Niger Delta present unique logistical and socio-economic challenges that standard adult education delivery models frequently fail to address. The study used a descriptive survey design, engaging 130 participants including adult learners, facilitators, and local government education officers from five riverine communities in Delta State. Structured questionnaires and focus group discussions were the primary data collection tools. Findings identified irregular flooding, poor transportation infrastructure, inadequate instructional materials, facilitator absenteeism, and community apathy as the most significant implementation barriers. Learner motivation was also undermined by the perception that literacy credentials offered limited tangible benefits in fishing-dominated economies. Facilitators expressed frustration over delayed salary payments and lack of professional development support, contributing to high turnover rates. Programmes with strong involvement from community leaders and fishing cooperatives recorded better participation outcomes. The study recommends designing contextualised curricula that integrate fisheries management, environmental literacy, and financial skills relevant to riverine livelihoods. The deployment of floating or boat-based learning units during flood seasons is also proposed as an innovative solution to access barriers. Strengthening inter-agency coordination between the Delta State Government and community-based organisations is identified as essential for sustainable programme delivery.
