Challenges of Implementing E-Learning in Public Universities in Delta State, South South Nigeria

This study examines the challenges confronting the implementation of e-learning in public universities in Delta State, South South Nigeria. As Nigerian universities increasingly commit to blended and online learning models, understanding implementation barriers is essential for effective policy and institutional planning. A descriptive survey design was employed, involving 180 undergraduate students and 60 academic staff from Delta State University, Abraka, and Federal University of Petroleum Resources, Effurun. Validated questionnaires for both groups assessed infrastructure challenges, pedagogical readiness, administrative support, and student preparedness. Data were analysed using descriptive statistics. Key findings reveal that poor internet connectivity, frequent power failures, and insufficient student digital literacy are the three most critical implementation barriers. Academic staff expressed concerns about excessive workload associated with course digitisation and the absence of institutional incentives. Students from rural backgrounds reported disproportionate difficulty accessing e-learning platforms outside campus. The study recommends that university management invest in campus-wide fibre-optic networks, establish digital literacy orientation programmes for new students, and create departmental e-learning support units. Policy recommendations are directed at the National Universities Commission regarding minimum e-learning infrastructure standards.
