China’s Growing Influence in Nigeria: Strategic Partnerships, Debt Diplomacy, and Governance Implications

This study examines China's expanding strategic and economic presence in Nigeria, analysing the governance implications of Chinese infrastructure investment, debt arrangements, and diplomatic partnerships for Nigerian state autonomy, institutional capacity, and development trajectories. China has emerged as Nigeria's largest bilateral infrastructure financing partner through its Belt and Road Initiative-linked projects, including the Lagos-Ibadan standard gauge railway, Abuja light rail, and multiple energy infrastructure investments, with cumulative loan commitments generating significant debt service obligations. Drawing on the international relations theory of structural power, the critical international political economy tradition, and the literature on Chinese engagement in Africa, the study develops an original analytical framework for assessing the governance implications of Chinese investment beyond the binary debt-trap versus South-South cooperation narratives that have dominated public debate. Primary data is generated through interview research with Nigerian finance ministry officials, infrastructure project engineers, civil society debt monitors, and Chinese embassy representatives in Abuja, supplemented by loan agreement analysis, project outcome assessments, and comparative case studies of Chinese infrastructure governance in other African contexts. Findings reveal that Chinese infrastructure partnerships have generated genuine development benefits in terms of improved transport connectivity while also introducing governance vulnerabilities through opaque contract terms, local content limitations, and the entrenchment of Chinese standards in infrastructure systems with long-term operational implications. The study also documents how Chinese financing has strengthened executive discretion in infrastructure procurement, reducing parliamentary oversight.
