Community Accountability Systems and Local Government Performance: Developing an Indigenous African Framework from Nigerian Evidence

This dissertation develops an indigenous African accountability framework for local governance by systematically analyzing community-based accountability mechanisms that operate alongside, and frequently more effectively than, formal statutory accountability institutions in Nigerian local government contexts across all six geopolitical zones. Accountability theory in public administration has been dominated by principal-agent frameworks and bureaucratic accountability models derived from Western institutional contexts, yet in African governance environments characterized by strong communal solidarity, customary authority legitimacy, and social sanction mechanisms, accountability operates through fundamentally different institutional logics that remain theoretically underexplored. Employing African Political Philosophy, the Relational Accountability Framework, and Ubuntu Governance Theory, this dissertation conducts a comparative ethnographic study across twenty-four local government areas spanning Yoruba, Igbo, Hausa-Fulani, Ijaw, Tiv, and Efik community governance traditions, gathering data from 120 key informants including community accountability actors, traditional institutions, local government officials, and governance scholars specializing in African political thought. Ethnographic observation of community accountability events, comparative institutional mapping, and grounded theory analysis are applied as methodological tools. Secondary data includes African governance philosophy literature, community governance records, and comparative accountability frameworks from Ghana, Tanzania, and Senegal. The dissertation's primary original contribution is the African Community Accountability Framework for Local Governance, providing both a theoretical model and a practical diagnostic tool for assessing community accountability system strength in African local government contexts.
