Community Participation in Environmental Conservation Programmes in Akwa Ibom State

This study examines the nature and extent of community participation in state-sponsored environmental conservation programmes in Akwa Ibom State, South South Nigeria. Government-led conservation programmes in Nigeria's oil-rich states frequently operate with limited community engagement despite the dependence of programme sustainability on local buy-in, and Akwa Ibom's experience provides an instructive case for evaluating participatory approaches in the context of oil region environmental management. The study employs a qualitative methodology, conducting focus group discussions with 48 community members across six communities in Eket, Oron, and Mkpat Enin Local Government Areas that have been targeted by the state's mangrove planting and creek cleanup programmes. Semi-structured interviews were conducted with twelve environmental programme officers from the Akwa Ibom State Ministry of Environment. Thematic analysis examined participation modes, motivating factors, perceived programme benefits, and barriers to sustained involvement. Findings reveal that community participation in assessed programmes is predominantly passive, involving attendance at organised events rather than co-design, monitoring, or decision-making. Communities report positive attitudes towards conservation objectives but frustration with top-down programme design that does not reflect local environmental priorities. Programme officers acknowledge that consultation is often conducted after programme designs are finalised. Programmes that offer income-generating activities alongside conservation objectives show significantly higher and more sustained community involvement. The study concludes that transforming participation from tokenism to genuine co-management is the critical change needed. Recommendations include institutionalising participatory programme design phases as mandatory in Akwa Ibom's environmental budget cycle.
