Complex Systems Analysis of Special Education Policy Implementation in Nigeria: A Multi-Level Examination

This doctoral study applies complex systems theory to analyse special education policy implementation across multiple levels of the Nigerian education system, generating an original systems-level understanding of why policy-practice gaps persist despite repeated policy reform efforts. Complex systems theory, which examines how non-linear interactions among multiple agents and system levels produce emergent phenomena not predictable from individual component analysis, offers a potentially powerful analytical lens for understanding the deeply entrenched and multidimensional challenges of policy implementation in large, diverse, and multiply-governed educational systems such as Nigeria's. The study employs a mixed-methods complexity-informed design, combining agent-based modelling with empirical data from multi-level case studies across four states selected to represent different geopolitical zones and implementation trajectories. The empirical phase collects data from students, teachers, school administrators, local government education authorities, state ministries, and federal policymakers through surveys, interviews, and document analysis. System dynamics modelling and network analysis are applied to identify feedback loops, leverage points, and emergent patterns in the implementation system. The resulting multi-level systems model represents an original analytical contribution to education policy implementation science and to the application of complexity theory in African educational contexts. Policy recommendations are derived from leverage point analysis rather than conventional linear prescription, constituting a methodological innovation in Nigerian education policy research.
