Conflict of Interest Management in Local Government Administration: Evidence from Calabar Municipal, Cross River State

This study examines the management of conflict of interest situations in local government administration in Calabar Municipal Local Government Area of Cross River State, South South Nigeria. Conflict of interest arises when public officials use their positions to advance personal, family, or business interests at the expense of the public good. In Nigerian local governments, such conflicts manifest in contract awards to relatives, biased enforcement of regulations, and undisclosed personal interests in development projects, undermining governance quality and eroding public trust. Using a professional applied research design, data is gathered from 90 respondents including local government officials, ethics compliance officers, civil society accountability monitors, and residents with service access complaints. The Public Ethics Framework and the Integrity Systems Approach guide the theoretical analysis. Secondary data includes the Code of Conduct Bureau Nigeria publications, Cross River State Anti-Corruption Agency reports, and recent academic literature on ethics in Nigerian public administration. Descriptive statistics and case analysis are employed. Findings are expected to reveal the absence of formal conflict of interest disclosure systems in Calabar Municipal, inadequate training of officials on ethical obligations, and low enforcement of existing ethics rules. Practical recommendations include mandatory conflict of interest declaration for all appointed officials, establishment of an ethics committee within the council, and regular public disclosure of contract award decisions.
