Design of a Road Accident Reporting and Alert System for Enugu-9th Mile Corner Expressway

The Enugu-9th Mile Corner Expressway is among the most accident-prone road corridors in Enugu State, with frequent vehicular collisions resulting in fatalities, injuries, and prolonged traffic disruptions that are often worsened by delayed emergency response. The absence of a structured digital mechanism for real-time accident reporting along this corridor means that emergency services, road safety agencies, and commuters frequently lack timely information necessary for coordinated response. This study designed a road accident reporting and alert system for the Enugu-9th Mile Corner Expressway, enabling motorists and bystanders to report accidents in real time via a mobile-accessible web application integrated with an emergency alert broadcast function. The system was developed using PHP, MySQL, and a JavaScript mapping interface, with GPS-based incident location tagging and automated SMS alerts dispatched to registered Federal Road Safety Commission (FRSC) contacts and nearby hospitals upon report submission. A public dashboard displayed active incident alerts and road status updates accessible to all road users on the expressway corridor. System testing using simulated incident scenarios confirmed accurate geolocation capture, alert delivery within 15 seconds of report submission, and reliable notification of all registered emergency contacts. Road safety stakeholders who reviewed the prototype identified the system as directly applicable to existing FRSC emergency response protocols. The study concluded that a digital accident reporting and alert system would significantly improve emergency response coordination on the Enugu-9th Mile Corner Expressway.
