Designing Language-Sensitive Conflict Resolution Communication in Kogi State’s Multi-ethnic Communities

Ethnic and communal conflict in multi-ethnic communities is frequently exacerbated by language-related misunderstanding, communicative exclusion, and the symbolic loading of language choices in high-stakes social negotiations. Kogi State, with its complex mosaic of Igala, Ebira, Okun, Bassa, and numerous smaller ethnolinguistic communities, provides a challenging but productive context for designing language-sensitive conflict resolution communication approaches. This study develops a language-sensitive conflict resolution communication framework for application in Kogi State communities, based on professional consultation with peace practitioners, traditional rulers, government mediators, and community representatives. A structured programme of stakeholder consultations was conducted in Lokoja, Okene, and Idah, combining focus group discussions with forty community representatives, interviews with fifteen government conflict resolution officers, and analysis of documented communication failures in three recent inter-communal conflict mediation processes in the state. Communication failure analysis identifies language exclusion at mediation tables, the symbolic appropriation of language choice by dominant parties, and misinterpretation of indirect communication styles as key language-related conflict escalation factors. The framework developed from these findings specifies language protocols for mediation convening, simultaneous interpretation management, speaking turn equity provisions, and culturally appropriate face-saving communication techniques. The framework was reviewed by a panel of Kogi State Ministry of Interior officials and peace practitioners before finalization. Pilot application in one Igala-Bassa boundary dispute mediation is documented and evaluated.
