Developing an Intelligence-Led Policing Model for Nigerian State Police Commands

Intelligence-led policing offers a systematic framework for directing limited police resources toward the highest-impact crime reduction activities, and developing an ILP model adapted to Nigerian state command operational conditions is an essential professional priority for NPF modernisation. This study developed an intelligence-led policing model for Nigerian state police commands, with reference to Oyo, Kano, and Rivers States as diverse operational contexts representing South West, North West, and South South zones. A model development methodology was employed, drawing on assessment of current intelligence capacity across three state commands through structured interviews with 18 senior officers, examination of existing intelligence unit operations, and benchmarking against UK National Intelligence Model, SAPS ILP model, and Kenya NPS intelligence-led framework adaptations. Assessments showed that dedicated State Intelligence Bureaux existed in all three commands but lacked analytical capacity, crime mapping technology, and structured intelligence cycle processes. Patrol deployment was not based on crime pattern analysis in any of the three commands. Field intelligence collector training was absent for 82 percent of officers below superintendent rank. The ILP model designed specifies intelligence cycle integration into operational command, analyst-to-commander briefing protocols, crime mapping technology requirements, source protection procedures, and integration with INTERPOL's i-24/7 database for organised crime intelligence. Expert review by eight policing and intelligence specialists confirmed the model's Nigerian operational adaptability. The study recommends NPC adoption through the Inspector General's modernisation directive.
