Construction megaprojects in the Niger Delta, including oil and gas infrastructure, deep water port developments, and large-scale housing schemes, generate complex overlapping environmental impacts across ecological, social, and built heritage dimensions that existing Environmental Impact Assessment frameworks inadequately capture in an integrated manner. This study develops an original Integrated Environmental Impact Assessment Framework for Construction Megaprojects in the Niger Delta (IEIAF-CMPND). The framework is constructed through a systematic analysis of 85 existing Environmental Impact Assessment reports for Niger Delta construction megaprojects, identifying recurring assessment gaps and methodological weaknesses. Expert consultation with 55 environmental scientists, cultural heritage specialists, community advocates, and engineering professionals informs framework refinement through a structured Delphi process. The IEIAF-CMPND introduces four original methodological contributions: a Niger Delta Ecological Sensitivity Index combining biodiversity, hydrological connectivity, and carbon sequestration dimensions; a Social Impact Trajectory Model predicting livelihood and community cohesion changes over the project lifecycle; a Tangible and Intangible Heritage Risk Matrix adapted for Niger Delta cultural contexts; and a Cumulative Impact Synthesis Protocol for overlapping megaproject impacts. Framework validation is conducted through retrospective application to three completed megaprojects, comparing IEIAF-CMPND outcomes with actual observed impacts documented in post-project environmental monitoring reports. Framework predictions align with observed impacts at 76% accuracy for ecological impacts and 68% for social impacts. The IEIAF-CMPND is proposed for adoption by the Federal Ministry of Environment as the standard Environmental Impact Assessment framework for Category A megaprojects in the Niger Delta.
