Developing an Original Framework for Intelligence Assessment of Emerging Security Threats in Nigeria

Intelligence assessment of emerging security threats in Nigeria requires theoretical frameworks and methodological tools adapted to the country's complex security landscape of overlapping insurgencies, criminal networks, ethno-religious violence, and cyber threats, and no original Nigeria-specific intelligence assessment framework currently exists. This study developed an original framework for intelligence assessment of emerging security threats in the Nigerian security context. A professional intelligence methodology combined with original theoretical construction was employed, drawing on structured consultations with 30 intelligence professionals from DSS, NIA, DIA, NPF Intelligence Bureau, and NFIU (under non-attribution protocols), systematic review of intelligence assessment frameworks from the CIA, DIA, and MI6 analytical tradecraft, and application testing against documented historical security threat emergence cases in Nigeria. The review confirmed that standard Western intelligence assessment frameworks inadequately account for the non-state intelligence landscape (dominance of informal information networks), the ethnic and religious intelligence environment (requiring culturally specific source credibility assessment), the high uncertainty arising from deliberate information manipulation by armed groups, and the interoperability challenges in Nigeria's fragmented multi-agency intelligence architecture. The original Nigerian Threat Intelligence Assessment Framework (NTIAF) specifies structured analytic techniques adapted for each of these contextual challenges, a probability expression system calibrated for Nigerian security uncertainty levels, source reliability assessment criteria for informal community intelligence, and a threat evolution monitoring methodology for insurgent and criminal network adaptation. Expert review by 15 intelligence analysis specialists confirmed the framework's original contribution.
