Developing an Original Theory of Resilient Urban Infrastructure Systems for Flood-Prone Nigerian Cities: A Complex Adaptive Systems Approach

Flood resilience in Nigerian urban infrastructure requires a theoretical framework that captures the dynamic, non-linear interactions among physical infrastructure, institutional governance, community behaviour, and environmental forcing, and complex adaptive systems theory offers a promising but insufficiently developed conceptual basis for this purpose. This study develops an original Theory of Resilient Urban Infrastructure Systems for flood-prone Nigerian cities, combining complex adaptive systems theory, urban resilience science, and infrastructure engineering to produce a theoretically coherent and practically applicable framework. The theory is constructed through three original contributions: a Flood Infrastructure Resilience Ontology defining the constituent elements and relationships of flood-resilient urban infrastructure systems; a Complex Adaptive Infrastructure Dynamics Model specifying the non-linear feedback mechanisms governing infrastructure system behaviour under flood stress; and a Resilience Transition Pathway Model predicting system state trajectories under different governance and investment scenarios. The framework is empirically validated through longitudinal study of infrastructure system responses to the 2012, 2018, and 2022 major flood events in three case cities: Lokoja (North Central), Onitsha (South East), and Yenagoa (South South). Mixed methods data from physical infrastructure assessment, institutional document analysis, and community surveys (n = 450) are used for validation. The theory successfully explains observed differences in infrastructure recovery trajectories across the three cities, attributing variation to governance agency diversity, adaptive management capacity, and pre-flood infrastructure redundancy levels. Policy implications for the National Emergency Management Agency and urban planning authorities are developed.
