Development Communication and Community Mobilization in Local Government Areas of Zamfara State: A Study of Talata Mafara Local Government Area

This study investigates how development communication strategies employed by local government authorities influence community mobilization for development programs in Talata Mafara Local Government Area of Zamfara State, North West Nigeria. Effective communication between local government and communities is fundamental to securing community buy-in for development projects, ensuring accurate understanding of program eligibility and benefits, and fostering civic participation in governance. Yet local government communication strategies in rural Northern Nigeria frequently rely on outdated, one-directional channels that fail to reach diverse community audiences. Using a professional research design, data is collected from 90 respondents including local government public relations officers, community leaders, women group representatives, youth organizations, and radio station coordinators through structured questionnaires and focus group discussions. The Participatory Communication Model and the Diffusion of Innovations Theory provide the theoretical grounding. Secondary data includes Zamfara State Broadcasting Corporation reports, rural communication research publications, and recent academic literature on development communication in Northern Nigeria. Descriptive statistics and thematic analysis are employed. Findings are expected to show that local governments using multi-channel communication strategies, including local radio, town crier systems, religious leader networks, and community meetings, achieve significantly higher community mobilization rates for development programs. Recommendations include training of local government public relations staff in participatory communication and development of community media partnerships in Talata Mafara.
