📖 ABSTRACT/OVERVIEW
This study examines the engineering management challenges and strategies associated with deploying electric vehicle charging infrastructure for federal government vehicle fleets in Abuja, Federal Capital Territory, in the context of Nigeria's emerging electric mobility policy agenda. The Nigerian government has signalled its intention to electrify a significant proportion of its official vehicle fleet as part of its energy transition plan, creating an imminent requirement for workplace charging facilities at federal ministry and agency compounds across Abuja. The study employs a feasibility and management analysis framework, assessing the electrical load implications of Level 2 AC and DC fast charging deployments at five federal government compound sites in Abuja Municipal Area Council. Site surveys assessed existing electrical service capacity, distribution board upgrade requirements, and available parking area for charging station siting. Load flow analysis was conducted for each site to evaluate the impact of simultaneous charging demand on the compound's LV distribution network. Smart charging management system requirements are defined to enable demand-response-compatible charging scheduling that avoids peak demand violations. Procurement and installation management considerations are examined, including the roles of the Ministry of Works, the Bureau of Public Procurement, and equipment certification by the Standards Organisation of Nigeria. Findings indicate that three of the five sites require distribution transformer capacity upgrades before Level 2 charger deployment, and all sites would require grid reinforcement for DC fast charger installation. A phased deployment roadmap prioritising sites with highest existing electrical headroom is recommended.
