Large-scale renewable energy projects in Nigeria, including utility-scale solar farms, wind farms, and large hydropower extensions, trigger environmental and social impacts that require robust safeguard frameworks, yet Nigeria's existing environmental and social regulatory architecture has been criticised for inadequate community participation provisions, weak enforcement capacity, and misalignment with international standards applied by multilateral development finance institutions. This study conducts a critical evaluation of environmental and social safeguard frameworks applicable to large-scale renewable energy projects in Nigeria and proposes a comprehensive reform agenda. The study applies a comparative regulatory analysis design, evaluating Nigeria's National Environmental Standards and Regulations Enforcement Agency guidelines, Environmental Impact Assessment Act provisions, and relevant state environmental laws against the International Finance Corporation Performance Standards, Equator Principles, and emerging industry best practices from comparable African jurisdictions. Empirical evidence is drawn from detailed case studies of five large-scale renewable energy projects in Nigeria representing different technology types and locations, documenting safeguard application, community consultation quality, grievance mechanism effectiveness, and social outcome monitoring. Interview data from 52 stakeholders including communities, project developers, financiers, and regulators provide experiential evidence. An original Critical Safeguard Adequacy Framework is developed to structure comparative evaluation across 14 safeguard quality dimensions. The study identifies systematic weaknesses in free, prior, and informed consent provisions, cumulative impact assessment requirements, and independent monitoring mandates as the most critical reform priorities.
