Evaluation of Emergency Vehicle Response Times and Transport Corridor Management in Ibadan

The efficiency of emergency vehicle response is directly dependent on transport corridor management, including road network quality, traffic signal prioritisation, and the behaviour of other road users. This study evaluates emergency vehicle response times and assesses the state of transport corridor management for emergency services in Ibadan, Oyo State, South West Nigeria. A professional applied survey design was employed, combining response time data from 45 emergency call records in the Oyo State Emergency Management Agency with structured interviews of 20 ambulance and fire service drivers, 10 traffic management officers, and 30 members of the public. The study evaluates average response times across five Ibadan zones, identifies physical and behavioural barriers to emergency vehicle movement, and assesses the availability of designated emergency corridors. Findings show that average emergency response times in Ibadan range from 22 to 47 minutes, far exceeding the international benchmark of 8 minutes for life-threatening incidents. Road congestion, unlicensed street trading obstructing carriageways, and inadequate emergency vehicle fleet maintenance are identified as primary barriers. Public awareness of legal obligations to yield to emergency vehicles is low. The study recommends the designation and signing of priority emergency corridors on key routes, emergency vehicle pre-emption capabilities at key signalised intersections, and a public awareness campaign on emergency vehicle priority laws.
