Evaluation of Information and Communication Technology Policy Implementation at Nigerian Universities: A Telecommunications Infrastructure Perspective

National ICT policy frameworks for higher education institutions contain specific provisions regarding the minimum telecommunications infrastructure universities must provide to support teaching, research, and administrative functions. The translation of these policies into operational infrastructure reality varies widely across Nigerian universities. This study evaluates ICT policy implementation from a telecommunications infrastructure perspective at six universities distributed across Nigeria's geopolitical zones, including institutions from the South West, North West, South East, North Central, South South, and North East regions. A professional policy evaluation methodology was employed, combining document analysis of the National Information Technology Development Agency ICT Policy for Nigerian Universities, institutional ICT infrastructure audits, and structured interviews with fourteen university ICT directors. Compliance with policy provisions was assessed across six infrastructure domains: campus LAN/WAN coverage, internet bandwidth adequacy, video conferencing capability, library digital connectivity, e-learning platform hosting, and network security implementation. Results indicate that no university in the study sample achieved full compliance across all six domains. Campus network coverage and e-learning platform hosting showed the highest compliance rates at 67% and 58% respectively. Internet bandwidth adequacy was the weakest compliance area, with only two institutions providing speeds above the policy minimum of 10 Mbps per 100 students. Recommendations include TETFUND dedicated ICT infrastructure grant windows, minimum bandwidth-per-student standards with annual NUC reporting requirements, and shared campus network infrastructure models for universities in geographic proximity.
