Evaluation of Pharmaceutical Lobbying Influence on Drug Pricing Policies and Access to Essential Medicines in the Nigerian Regulatory Landscape

The intersection of pharmaceutical industry lobbying and national drug pricing policy has significant implications for essential medicine affordability and access in low and middle income countries. In Nigeria, medicine prices are predominantly unregulated, and the absence of a formal health technology assessment framework creates conditions in which industry interests may disproportionately influence pricing outcomes for essential medicines. This study critically evaluated the influence of pharmaceutical industry engagement on drug pricing policy development and access to essential medicines in Nigeria's regulatory landscape from 2018 to 2023. A qualitative research design employed document analysis of publicly available regulatory submissions, policy briefs, and NAFDAC consultation records, supplemented by semi-structured interviews with key informants including regulatory officials, pharmacists, and civil society representatives. The analysis identified three primary channels of industry influence: participation in regulatory technical committees, funding of professional association activities, and commissioned pricing studies submitted to regulatory bodies without independent peer review. Price comparisons with African reference countries showed Nigerian essential medicine prices were on average 2.4 times higher for originator products than the lowest-priced generic equivalents available in the region. Regulatory officials interviewed acknowledged limited capacity for independent pharmacoeconomic analysis. Civil society representatives identified transparency gaps in consultation processes as barriers to public interest advocacy. The study proposes a policy framework incorporating mandatory disclosure of industry-regulatory contacts, independent pharmacoeconomic evaluation capacity, and strengthened reference pricing mechanisms to protect essential medicine access in Nigeria.
