Examining the Nexus Between Heritage Tourism Development and Local Community Livelihoods in South East Nigeria: An Ethnographic Study

This study examines the relationship between heritage tourism development and local community livelihood outcomes in South East Nigeria using an extended ethnographic research design. Heritage tourism is increasingly promoted in South East Nigeria as a vehicle for economic development and cultural preservation, particularly around Igbo material heritage sites, traditional festival tourism, and diaspora heritage tourism circuits. Yet the distribution of livelihood benefits and the cultural costs of heritage commodification within host communities remain insufficiently theorised and empirically examined. A twelve-month ethnographic fieldwork design is adopted encompassing participant observation at heritage tourism sites across Anambra, Enugu, Imo, Abia, and Ebonyi states, 58 unstructured interviews with community members, heritage site managers, local guides, and cultural custodians, and archival analysis of community development records. Sustainable livelihoods framework dimensions comprising human, physical, financial, social, and natural capitals are used as analytical scaffolding. Findings reveal deeply uneven livelihood benefit distribution, with entrepreneurial elites capturing disproportionate financial benefits while peripheral community members experience cultural disruption without commensurate economic compensation. Authenticity tensions arising from tourist preference for spectacular performances over everyday cultural practice are documented and theorised. The study develops a Community Heritage Tourism Equity Framework proposing participatory benefit-sharing mechanisms and cultural stewardship protocols. Contributions to heritage tourism theory, critical tourism studies, and the African cultural economy literature are articulated.
