Heritage Impact Assessment Framework for Road Construction Projects in Enugu State

Infrastructure development remains one of the most significant threats to the archaeological record in Nigeria, yet most state-level road construction projects proceed without structured heritage assessment, resulting in the unmitigated destruction of irreplaceable cultural deposits. This study develops and validates a Heritage Impact Assessment (HIA) framework tailored to road construction contexts in Enugu State, drawing on existing Environmental Impact Assessment legislation, NCMM regulatory guidelines, and international best practice documents from ICOMOS and the African Development Bank. The framework is developed through a participatory process involving consultation with NCMM officials, state road engineers, archaeology faculty at the University of Nigeria Nsukka, and community heritage leaders. It specifies mandatory assessment stages including pre-desktop survey, field prospection survey, mitigation hierarchy protocols, and post-construction monitoring. The framework is then piloted against a recently completed road project in Enugu South Local Government Area, retrospectively applying its criteria to documented impacts identified during a post-construction site visit. Results demonstrate that at least four archaeological localities impacted by the project would have been identified and mitigated under the proposed framework. The study discusses institutional barriers to HIA adoption in Enugu State, including political resistance from infrastructure ministries, limited professional capacity, and unclear liability frameworks, and proposes practical regulatory and capacity-building interventions. The validated framework is offered as a practical management tool for immediate adoption by the Enugu State Ministry of Works and NCMM's Southeast zone office.
