Human Rights Documentation and Advocacy: Professional Skills for Nigerian Civil Society and Legal Practitioners

This study develops a professional skills framework for human rights documentation and advocacy in the Nigerian context, addressing the methodological, legal, and strategic competencies required by civil society organisations, legal practitioners, and human rights officers working across all six geopolitical zones. Nigeria's human rights environment presents significant documentation challenges, including security risks for investigators, evidence tampering by state actors, and limitations on court access for victims of state-perpetrated abuses. Using a professional practitioner design combining skills assessment surveys of 80 civil society practitioners with case analysis of selected documentation campaigns including those relating to police abuses in the South West and military operations in the North East, supplemented by human rights documentation methodology literature published between 2020 and 2024. The International Human Rights Documentation Framework and the Strategic Litigation Theory provide the analytical lenses. Findings reveal significant gaps in the documentation skills of Nigerian civil society practitioners in areas including digital evidence collection, witness protection protocols, and the preparation of evidence for regional mechanisms such as the African Commission on Human and Peoples' Rights. The study recommends the development of an accredited Nigerian Human Rights Documentation Practitioner Certificate offered jointly by postgraduate institutions and established civil society organisations.
