Industrial Waste Management Compliance Audit in Export Processing Zones: Case of Calabar Free Trade Zone

This study conducts a professional compliance audit of industrial waste management practices in enterprises operating within the Calabar Free Trade Zone in Cross River State, South South Nigeria, assessing conformity with FEPA industrial waste management regulations and international standards applicable to export processing zones. Free trade zones attract manufacturing and processing operations that generate industrial wastes, and the adequacy of their waste management practices has implications for both the local environment and Nigeria's environmental governance reputation with international trading partners. The audit methodology follows ISO 19011 guidelines for auditing management systems, encompassing document review of waste management plans, site inspection checklists for waste storage, handling, and disposal infrastructure, verification of waste contractor licensing, and review of waste generation data against disposal records. Sampling and analysis of effluent and solid waste from six enterprises across food processing, electronics assembly, pharmaceutical, and chemical manufacturing sectors supplemented the document-based audit. Results reveal significant variability in waste management compliance across the zone. Food processing enterprises show the highest compliance rates for effluent management, while electronic assembly and chemical sector enterprises exhibit the most serious deficiencies in hazardous waste characterisation and disposal documentation. Zone-level waste management infrastructure including a common effluent treatment facility is operating below designed capacity and without automated flow monitoring. Recommendations include a zone-wide environmental management system certification programme and mandatory annual third-party waste management audits.
