Institutional Voids, Informal Employment Norms, and Labour Market Outcomes in Nigeria: A Multi-Level Institutional Analysis

This doctoral study conducts a multi-level institutional analysis of how institutional voids in Nigeria's formal labour market regulatory architecture interact with informal employment norms to produce systematic labour market outcomes, including wage inequality, precarious work proliferation, and skill development failures. The concept of institutional voids, defined as gaps in formal market-supporting institutions, has been applied in strategy and economics research but has not been rigorously applied as an analytical framework for explaining Nigerian labour market structure, where informal norms fill regulatory voids in ways that both reproduce inequality and generate surprising adaptive resilience. Drawing on North's Institutional Theory, Khanna and Palepu's Institutional Void Framework, and original fieldwork involving 120 qualitative interviews with employers, workers, and labour regulators across six geopolitical zones, supplemented by secondary analysis of the NBS National Labour Force Survey, this study employs multi-level institutional analysis methods. The original theoretical contribution is a Nigerian Labour Market Institutional Ecology Model that maps the interaction between formal regulatory voids and informal employment norm clusters, demonstrating how void-filling informal norms, including patron-client hiring networks, apprenticeship labour exchanges, and informal collective insurance, simultaneously reduce formal market efficiency and provide functional social protection where state systems fail. The study also demonstrates empirically that institutional void density varies significantly by geopolitical zone, sector, and firm size, producing heterogeneous labour market outcomes not adequately explained by existing models. Recommendations include targeted institutional development interventions, formalization incentive frameworks, and context-sensitive labour policy design.
