Integrating Human Rights Standards in Policing Operations in Rivers State: A Professional Development Framework

This research develops a professional development framework for integrating human rights standards into police operations in Rivers State, South-South Nigeria, informed by documented human rights violations by the state's police command and drawing on national and international police reform frameworks. Following the #EndSARS protests and the consequent disbandment of SARS units, demands for human rights-compliant policing have intensified, yet the police force's professional development architecture has not adequately responded to these demands. The UN Code of Conduct for Law Enforcement Officials, the UN Basic Principles on the Use of Force, and the Police Act 2020 provide the normative anchors for the proposed framework. A professional practice methodology is employed, combining a training needs assessment administered to 120 police officers of varying ranks across Rivers State divisions with interviews of the Rivers State police command training officer, human rights organizations, and survivor advocacy groups. Existing training curricula and force standing orders on use of force are reviewed and benchmarked against international standards. Findings reveal significant knowledge gaps regarding lawful arrest procedures, custodial rights of detainees, and proportionate use of force across all ranks surveyed. A modular human rights professional development curriculum is designed, incorporating scenario-based learning, community policing principles, and accountability mechanisms.
