Internal Audit Effectiveness and Financial Accountability in Nigerian Local Governments

Internal audit functions in Nigerian local governments play a theoretically critical role in ensuring financial accountability, detecting fraud, and improving compliance with financial regulations, yet their practical effectiveness has been widely questioned. This study examines the effectiveness of internal audit functions and their impact on financial accountability in selected local government councils across Nigeria's six geopolitical zones. Primary data are gathered from 120 internal audit officers and accounting staff in 20 local government councils through structured questionnaires, while secondary data from State Auditor-General reports and financial inspection findings supplement the analysis. The study assesses internal audit scope, staffing quality, operational independence, reporting lines, and follow-up on audit recommendations as determinants of effectiveness. Financial accountability is measured using compliance rates with financial regulations, timeliness of financial reporting, and fraud incidence rates. Data are analysed using regression analysis and descriptive statistics. The theoretical framework draws on agency theory, the public sector accountability framework, and the standards-based internal audit effectiveness literature. The study evaluates whether constitutional provisions for local government financial oversight and the Financial Autonomy Bill for local governments have improved internal audit independence. Existing literature confirms that internal audit effectiveness in Nigerian local governments is severely hampered by political interference, understaffing, and inadequate professional training. Findings are expected to benefit the Auditor-General for Local Governments, the Financial Reporting Council of Nigeria, and civil society organisations advocating for improved local government financial governance across Nigeria.
