IT Outsourcing Decision-Making in Nigerian Oil and Gas Companies: A Study of Service Firms in Port Harcourt, Rivers State

IT outsourcing represents a strategic management decision for oil and gas companies operating in Nigeria, balancing the benefits of specialised expertise and cost reduction against risks related to data security, vendor dependence, and service reliability in a complex operating environment. This study examines IT outsourcing decision-making processes among oil and gas service companies in Port Harcourt, Rivers State, South South Nigeria. A survey of 70 IT directors and operations managers at 14 oil and gas service firms was supplemented by three in-depth management interviews. The study investigates the criteria used to evaluate outsourcing decisions, the categories of IT functions most frequently outsourced, the governance mechanisms applied to vendor relationships, and the perceived outcomes of outsourcing arrangements. Results show that application maintenance, data centre operations, and cybersecurity monitoring are the most commonly outsourced functions, while strategic IT planning and core operational systems management are predominantly retained in-house. Decision-making is driven primarily by cost reduction objectives (cited by 78 percent of respondents), with security risk management and vendor reliability emerging as the leading concerns post-contract. The study recommends development of standardised IT outsourcing governance frameworks tailored to the Nigerian oil and gas sector's regulatory and operational characteristics.
