Labour Law Compliance and Organizational Risk Management in Nigerian Private Schools: Evidence from Abuja

This study examines labour law compliance practices and their relationship with organizational risk management in private secondary schools in Abuja, North Central Nigeria. Nigeria's private education sector has expanded rapidly, yet systemic non-compliance with the Labour Act, Employee Compensation Act, and National Minimum Wage provisions creates significant legal and reputational risks for school proprietors. An applied professional research design was employed, with data gathered from 70 school proprietors, HR administrators, and teachers through structured questionnaires and focus group discussions. The Compliance-Risk Nexus Model and Labour Law Governance Framework underpin the conceptual approach. Findings reveal that the majority of sampled private schools fail to meet minimum compliance requirements across multiple dimensions, including written employment contracts for all staff, payment of the national minimum wage to non-teaching staff, registration with the National Social Insurance Trust Fund, and provision of group life insurance. Non-compliance is found to be a significant predictor of unresolved staff litigation, inspection penalties, and school closure orders. Interestingly, schools with dedicated HR administrators, rather than relying on proprietors to manage employment relations, demonstrate substantially higher compliance scores. Recommendations include targeted labour law sensitization workshops for private school proprietors, simplified compliance checklists published by the Federal Ministry of Education, and expansion of labour inspectorate capacity in Abuja. This study provides actionable guidance for private school associations, education regulators, and labour law practitioners.
