Leadership Styles and Local Government Effectiveness in Plateau State: Evidence from Jos South Local Government Area

This study investigates the relationship between leadership styles of local government executives and organizational effectiveness in Jos South Local Government Area of Plateau State, North Central Nigeria. Leadership quality at the local government level significantly influences internal organizational culture, staff motivation, inter-departmental coordination, and the delivery of community services. Yet leadership in Nigerian local governments is often shaped more by political considerations than by governance competence, resulting in variable organizational performance across councils. Using a professional research design, primary data is collected from 100 respondents comprising local government staff, department heads, civil society observers, and community leaders through structured questionnaires and structured interviews. Transformational and Transactional Leadership Theories and the Organizational Effectiveness Model provide the conceptual grounding. Secondary data includes Plateau State Ministry of Local Government publications, leadership and governance academic literature for Nigeria, and Civil Service Commission reports. Descriptive statistics and regression analysis are used to test the hypothetical relationship between leadership style characteristics and effectiveness indicators such as budget utilization rates, staff productivity, and project completion records. Findings are expected to confirm that transformational leadership behaviors are positively correlated with higher organizational performance in Jos South. Recommendations include leadership assessment criteria for council chairmen and executives, mandatory governance training for incoming council executives, and introduction of 360-degree performance feedback systems.
