The telecommunications sector is one of Nigeria's most economically significant industries, serving over 220 million active subscriber connections. Consumer complaints related to poor service quality, billing disputes, and data privacy violations are among the highest-volume categories handled by the Nigerian Communications Commission. This study evaluates the legal and regulatory framework governing telecommunications consumer complaints, focusing on the effectiveness of NCC enforcement mechanisms between 2019 and 2024. A professional research methodology was adopted, combining analysis of NCC Consumer Tribunal decisions with structured interviews conducted with NCC consumer protection officers, telecommunications regulatory lawyers, and representatives of subscriber rights advocacy organisations. Secondary data was obtained from NCC annual reports, FCCPC publications, and industry regulatory assessments. Findings indicate that while the NCC's Type Approval and Consumer Affairs Bureau framework provides a reasonably comprehensive complaint framework, resolution timelines are excessive and penalties imposed on non-compliant operators are insufficient to deter systemic service quality failures. Complaint mechanisms are predominantly web-based, limiting accessibility for rural and low-literacy consumers. Recommendations include introducing mandatory consumer complaint resolution timelines with automatic penalty triggers, increasing NCC Consumer Tribunal staffing, and developing a simplified offline complaint pathway for underserved subscriber populations.
