Management of Technical and Vocational Education Institutions for Quality Assurance in Enugu State

This study examines the management practices of technical and vocational education institutions in relation to quality assurance in Enugu State, South East Nigeria. Institutional management quality directly influences the effectiveness of programme delivery, student performance, and graduate employability. Despite increased regulatory attention from the National Board for Technical Education, many institutions in Enugu State continue to operate below accreditation standards. A descriptive survey design is adopted, engaging 80 institutional managers, head teachers, and quality assurance officers from 15 technical colleges and polytechnics in Enugu North, Awgu, and Nkanu local government areas. A structured management quality checklist and interview guide measure practices in areas including staff management, facilities maintenance, curriculum supervision, and student welfare. Descriptive statistics and thematic analysis are used for interpretation. Findings are expected to reveal management deficiencies in systematic internal quality audits, staff performance appraisal, and data-driven decision-making. The study also assesses the relationship between institutional leadership style and quality outcomes. Recommendations include mandatory institutional self-assessment frameworks, leadership development training for technical college managers, and strengthened external supervision by NBTE officials. This study contributes to educational management research in South East Nigeria and provides a conceptual quality assurance model applicable to vocational education institutions seeking accreditation and performance improvement.
