Managing Internally Displaced Persons Camps and Humanitarian Logistics in Adamawa State, North East Nigeria

This study examines the management of internally displaced persons camps and humanitarian logistics operations in Adamawa State, North East Nigeria, assessing coordination effectiveness, resource allocation practices, and accountability mechanisms in a protracted displacement context. Adamawa State continues to receive displaced populations from cross-border insecurity and intra-state conflict, placing sustained demands on camp management systems. Drawing on humanitarian logistics theory and recent displacement response literature from 2019 to 2024, the study employs a professional practitioner research design. Data are collected from National Emergency Management Agency camp managers, United Nations Office for the Coordination of Humanitarian Affairs representatives, non-governmental organisation logistics coordinators, and displaced community representatives through professional interviews and operational log review. Qualitative content analysis and humanitarian accountability benchmarking are applied. The study expects to find that camp overcrowding, irregular supply chain deliveries, inadequate sanitation and health facilities, and overlapping mandates between government and humanitarian actors constrain management effectiveness. Insufficient community participation in camp governance and poor tracking of vulnerable subgroups including women, children, and persons with disabilities are also examined. Recommendations address clarifying command-and-control protocols among humanitarian actors, investing in camp management information systems, integrating community-based protection monitoring, and developing transition-to-durable-solutions plans to prevent indefinite camp dependency in Adamawa State.
