Pipeline route selection in the Niger Delta involves complex trade-offs between engineering efficiency, environmental protection, and community impact, all of which depend on high-quality geospatial survey data. This study examines the management of survey data for pipeline route selection and environmental clearance processes in Bayelsa State, focusing on a proposed intra-state gas distribution line. Geospatial datasets required for the route selection process, including terrain models, wetland classifications, land use maps, community settlement locations, and existing infrastructure, are compiled and assessed for quality and completeness. Multi-criteria GIS analysis is applied to identify a least-impact route corridor that minimises wetland crossing length, community displacement, and conflict with existing critical infrastructure. The study analyses the survey data management workflow from data acquisition through stakeholder consultation to submission to the National Oil Spill Detection and Response Agency and the Nigerian Upstream Petroleum Regulatory Commission. Data governance challenges including data format incompatibilities, gaps in environmental baseline datasets, and inconsistencies between departmental GIS standards are documented and addressed through practical recommendations. The study advances the professional practice of geospatial data management in the Nigerian petroleum infrastructure planning sector.
